The closed joint stock company the Belarusian Foreign Investments Promotion Agency (BFIPA) was established under the patronage of the Ministry of Foreign Economic Relations of the Republic of Belarus. The Agency has incorporated commercial banks of the Republic of Belarus, consulting companies, other organizations.

The Agency is designed to serve the purposes of information and analytical support, monitoring of investment projects which are realized with participation of foreign capital. The activity of BFIPA is targeted primarily to promote small and medium business in Belarus.

At present the Agency is the only organization in the Republic of Belarus which carries out full and complex attendance of investment promotion process in the country and contacts both the authorities and commercial organizations. Non-state status of the Agency and commercial character of its activity give an opportunity to provide the clients with the services in the most efficient and disinterested way and avoid any kind of problems which are inevitable when dealing with the authorities.

Within the framework of investment issues regional factors are of great importance. Several factors such as arrangement of productive forces, development of infrastructure, soil and climate conditions, etc. influence the investment situation and cause differences in the regions of the Republic of Belarus.

For the realization of the regional policy of the Agency it is necessary to work in the following directions:

 

Together with the Ministry of Foreign Economic Relations it is necessary to make up investment passports for the regions and the Republic of Belarus. These documents will give full description of the territory, data about potential partners and needs in investment resources, and other information which is important for the attraction of foreign investors to solve problems of a particular region.

It is supposed to establish a two level system of Foreign Investments Promotion Agencies, where regional Agencies and BFIPA will be interrelated by means of an agreement.
